Base: persons with interest in taking eLearning course
A certain number of respondents indicated that they could imagine taking an online eLearning course, but have not done so in the year prior to the survey, in spite of the fact that they have participated in organised learning activities. The reasons for these learners not to use eLearning courses can give us insight into the practical barriers to take-up of Internet-mediated learning - many of which can be expected to be related to characteristics of the supply on the market for eLearning courses.
Among persons in paid work, lack of eLearning offers from the employer played an important role. Lack of supply also affects all other learners, 38% of which indicate that they did not find any interesting eLearning offers that would have been suitable for their requirements and meet their preferences. A key issue also appears to be lack of confidence in the efficiency and effectiveness of online eLearning courses. While some of the existing skepticism might disappear as soon as people gain experience with online learning, for example at work, there also appears to be demand for more market transparency. This could be created by established national education providers or regulators acting as quality control agents, for example by issuing official seals of approval.
Insufficiencies with regard to the available online equipment at home (20%) and the need to deal with technical computer problems on their own (17%) also play a role. Cost is less of an issue, with only 16% of potential eLearning users stating that the price of using an online eLearning course was a reason for non take-up.
