As Chart 28 indicates, the relationship between eGovernment use and educational level is not clear cut, except that there is a significant tendency overall for users to have a higher secondary or tertiary education, although Germany is an exception to this with much the highest percentage of users in the lower secondary group (see also Chart 30 in relation to socio-economic status).

Users with tertiary education show the highest percentages in France, the UK and Ireland, and marginally in Hungary, i.e. typically the older Member States. On the other hand, users with higher secondary education show the highest percentages in Italy, Poland, the Czech Republic and Slovenia, i.e. typically the New Member States. Denmark seems to be atypical in that that there is a very even spread of users amongst all educational levels, except in the below lower secondary group (see also Chart 30 in relation to socio-economic status). Most older Member States have very low percentages of users in the below lower secondary group, whereas the percentages of users in this category in the New Member States tends to be higher.
